How to Request Government Contract Records

Government contracts and spending records are among the most straightforward records to obtain — and often the most newsworthy. Here's how to get them.

What to Request

  • No-bid/sole-source justifications: Why a contract was awarded without competitive bidding
  • Contract documents: The actual agreements, including scope, pricing, and deliverables
  • Vendor payment histories: How much was actually paid vs. the contract amount
  • RFP responses: Competing bids that were rejected
  • Performance evaluations: How the agency rated the vendor's work
  • Sample Request Language

I am requesting all records related to the contract awarded to [VENDOR NAME] by [AGENCY], including the contract document, any amendments, sole-source justification (if applicable), all invoices and payment records, and any performance evaluations, for the period of [START DATE] to [END DATE].

    Why Contract Records Matter

    Government spending records frequently reveal:

  • Contracts awarded to politically connected vendors
  • Cost overruns and change orders that dwarf original estimates
  • Vendors with poor performance histories receiving new contracts
  • Conflicts of interest between agency officials and contractors
  • Tips

  • Check procurement databases first — many agencies publish contract awards online
  • Request the full contract file, not just the contract itself — supporting documents often contain the real story
  • Follow the amendments — the original contract may be reasonable, but amendments can double or triple the cost
  • File your contract records request →
